New York Trucking Insurance Requirements

New York doesn't mess around. The state requires $1,500,000 in liability coverage for motor carriers β€” that's double the federal $750,000 minimum. This applies to all for-hire carriers operating in the state, whether interstate or intrastate.

The New York State Department of Transportation (NYSDOT) regulates intrastate motor carriers. You need a NYSDOT operating permit for intrastate for-hire operations, with insurance filings maintained through the department.

On top of the $1.5M liability requirement, New York mandates $50,000 in no-fault PIP benefits (the highest PIP minimum in the country) and Supplementary Uninsured/Underinsured Motorist (SUM) coverage. You cannot opt out of these in New York.

Workers Compensation for Trucking in New York

New York requires workers' comp for ALL employers β€” no exceptions whatsoever. Even sole proprietors who incorporate must carry WC. New York uses its own independent rating bureau (NYCIRB β€” New York Compensation Insurance Rating Board), not NCCI. Rates, classifications, and experience mods are all state-specific.

WC premiums in New York are among the highest nationally β€” $8,000–$16,000 per driver annually. NYC metro operations are at the extreme high end. Upstate operations are somewhat cheaper but still above the national average.

NYC-based carriers face the highest rates in the country β€” $25,000–$40,000+ is common for a single truck. Upstate carriers (Buffalo, Syracuse, Albany) pay less β€” $12,000–$20,000. New authorities in NYC: $30,000–$50,000.

I-87 (NYC to Albany β€” NY Thruway), I-90 (Albany to Buffalo), I-95 (NYC metro), I-81 (Syracuse to PA), and I-78/I-287 (NJ/NY metro) are major corridors. NYC has extensive truck route restrictions, height limits, and bridge weight restrictions that affect operations.
