Full Coverage is an Indianapolis-based insurance brokerage that specializes exclusively in commercial trucking. We compare rates from 30+ A-rated carriers to find the right coverage at the best price for owner-operators and fleets across the country.

Our Story

Full Coverage was founded by Nazar Mamaev in Indianapolis, Indiana with a straightforward mission: make truck insurance simple. After seeing too many trucking companies overpay for coverage they did not need or get stuck with policies that left gaps, we set out to build a brokerage that puts the trucker first.

We work with over 30 A-rated insurance carriers, which means we are not locked into one company's rates or products. When you come to us, we shop the entire market on your behalf. Whether you are an owner-operator with one truck or a fleet with 200, we find the coverage that fits your operation and your budget.

Based out of Indianapolis, the crossroads of America, we are licensed in 47 states and serve trucking companies nationwide. We handle everything from new authority setups to complex fleet renewals, and we are available when you need us.

Our Approach

Most trucking companies go directly to one insurance company and accept whatever rate they are offered. A broker does the opposite. We represent you, not the carrier. Our job is to take your operation β€” your equipment, your freight, your safety record, your authority history β€” and present it to the right markets to get you the most competitive terms available. With access to 30+ A-rated carriers, we know which companies write new authority, which ones are competitive on long-haul dry van, which ones specialize in hazmat, and which ones to avoid when you have a complex loss history. That market intelligence takes years to build. You get it on day one when you work with us.

We do not earn more by placing you with a more expensive carrier. Our goal is a long-term client relationship, and that only happens when your coverage is right and your rates are fair. We put that in writing: we explain exactly what each quote includes, where the differences are, and why we are recommending what we recommend.

For fleets, we go a step further. We review your loss runs, analyze your DOT safety profile through the FMCSA data tools we have built, and identify coverage gaps before renewal so you are not surprised by a rate increase you did not see coming.

Owner-Operators (1–3 Trucks)

Whether you run under your own authority or lease to a carrier, we find you coverage that fits your budget without leaving gaps. We handle new DOT authority setups start to finish and can bind coverage the same week you get your MC number.

Small Fleets (4–20 Trucks)

At this size you have more buying power than a solo operator but not enough trucks to self-insure. We leverage that position across our 30+ carrier network to get you fleet discounts and a program that can grow with you.

Mid-Size Fleets (21–100 Trucks)

Mid-size fleets need structured programs β€” layered liability, scheduled equipment, driver qualification file review, and carriers that understand claims volume. We manage renewals proactively and provide loss run analysis before markets see it.

New Authority Carriers

Getting your MC number is step one. Getting the right insurance without overpaying in year one is step two. We specialize in new authority placements and know which carriers offer competitive rates for operators with limited history.

Hotshot Carriers

Why Work With a Broker

When you buy insurance directly from a carrier, that company has one goal: place you on their own product. They are not going to tell you that a competitor would cover your freight class at half the price. A broker has no loyalty to any one carrier. Our only obligation is to find you the best coverage at the best price β€” and document exactly why we made that recommendation.

Independent comparison matters most at renewal. A direct carrier will often raise your rate at renewal and count on the friction of shopping around to keep you. We shop every renewal proactively, before the policy expires, so you always know whether you are getting a competitive rate or paying for inertia.

The other place a broker earns its keep is at claims time. When you have a loss, the insurance company's adjuster represents the insurance company. We represent you. We help you document the claim correctly, push for timely resolution, and escalate when an adjuster is dragging their feet. That advocacy has real dollar value when your truck is off the road and freight is sitting.

Finally, a broker gives you one point of contact across your entire program. Auto liability, cargo, physical damage, general liability β€” we manage all of it, make sure the policies do not have gaps between them, and give you one certificate of insurance that reflects your complete coverage.

Coverage We Place

We build complete trucking insurance programs. These are the coverage lines we place for clients.

Auto Liability

Primary liability required by the FMCSA. Minimums range from $300,000 to $5,000,000 depending on commodity and operation type. We make sure your limits meet federal requirements and match your actual exposure.

Motor Truck Cargo

Covers the freight you are hauling. We structure cargo limits, deductibles, and exclusions based on what you actually carry β€” not a one-size-fits-all form.

Physical Damage

Comprehensive and collision coverage for your trucks and trailers. We work with carriers that offer agreed value, stated value, and actual cash value options depending on your equipment age and financing requirements.

General Liability

Covers non-auto liability exposures β€” loading and unloading, completed operations, and premises liability. Required by many shippers and brokers as a condition of doing business.

Bobtail / Non-Trucking Liability

Protects you when you are operating a tractor without a trailer or outside of dispatch. Essential for owner-operators who own their own equipment but lease to a motor carrier.

Occupational Accident

An alternative to workers compensation for independent owner-operators. Covers medical expenses, disability, and accidental death for drivers who are not employees.

Umbrella / Excess Liability

Extends your liability limits above the primary policy. High-value loads, passenger transport, and large fleets often require excess layers to satisfy shipper contracts or manage catastrophic loss exposure.

Workers Compensation

Required in most states for any operation with employees. We place workers comp through carriers that understand trucking class codes and driver schedules.
