Owner-Operator Truck Insurance by State (2026)
Reviewed by Nazar Mamaev, Trucking Insurance Specialist Β· Updated 2026-04-29
Owner-operator truck insurance is regulated state by state β but the federal FMCSA filings (BMC-91/91X liability + MCS-90 endorsement) apply to every for-hire interstate operator regardless of which state you garage in. Full Coverage LLC is an independent broker licensed in 47 states. Pick your state below for state-specific cost ranges, DOT requirements, and the carriers we shop for owner-operators in your jurisdiction.
Coverage typically includes: non-trucking liability (NTL/bobtail) for leased operators, physical damage on the truck and trailer, motor truck cargo, occupational accident, and the FMCSA filings. Premium range: $3,500β$6,500/yr for leased owner-operators (NTL + phys dam), $10,500β$14,000/yr for own-authority new ventures (full coverage + filings).

States We Don't Currently Serve
Full Coverage LLC is not currently licensed in New York, Virginia, Hawaii, or Alaska. If you're garaged in any of those states, we can't write your primary policy β but if you operate as a leased owner-operator under a motor carrier domiciled elsewhere, we may still be able to quote your non-trucking liability + physical damage. Common Questions
Does owner-operator insurance vary by state?
Yes. State minimum liability requirements apply on top of the federal $750K (intrastate within most states) or $1M (interstate for general freight). Premium also varies by garaging state due to no-fault rules, claim severity averages, and weather/loss history. Florida and California are typically the most expensive states; Mississippi and the Plains states are typically the cheapest.
Do I need state-specific filings on top of FMCSA?
Most states require Form E or Form H filings for intrastate operations. Texas requires TxDMV filings. We coordinate state filings as part of binding for any carrier that needs them.
Can I compare quotes across states?
If you operate in multiple states, your garaging state (where the truck sleeps overnight) determines your insurance state. Carriers don't multi-state-rate a single truck β they rate based on the home garage. If you change garages between states, that's a re-rating event.
