Truck Insurance Pennsylvania

Pennsylvania Trucking Insurance Requirements

Federal FMCSA minimums apply for interstate: $750,000 BIPD for general freight, $1,000,000 for hazmat, $5,000,000 for explosives. Most underwriters require $1M minimum.

The Pennsylvania Public Utility Commission (PUC) requires separate state authority for intrastate motor carriers. This is a separate application and approval process from your federal MC authority. You must maintain insurance filings with the PA PUC. Operating without PUC authority in Pennsylvania carries serious penalties.

Pennsylvania's regulatory environment is more involved than most states. Between the PUC authority requirement, the independent WC rating bureau, and the choice tort system, there's more administrative overhead to running a trucking operation here.

Workers Compensation for Trucking in Pennsylvania

Pennsylvania requires workers' comp for virtually all employers. PA uses its own rating bureau — the Pennsylvania Compensation Rating Bureau (PCRB), not NCCI. This means classification codes, base rates, and experience modification calculations are all PA-specific. If you're used to NCCI states, expect different numbers.

WC premiums in Pennsylvania are above average — $6,000–$12,000 per driver annually. The PCRB system and PA's medical fee schedule contribute to higher costs compared to NCCI states.

Additional Coverage Requirements

Pennsylvania requires UM/UIM coverage on all motor vehicle policies. You can't opt out — it's mandatory. Pennsylvania is also a choice no-fault state: policyholders choose between "full tort" (right to sue for all damages) and "limited tort" (restricted right to sue except for serious injuries). For commercial vehicles, this choice affects your exposure and premiums.

First-party medical benefits (PIP equivalent) of $5,000 are mandatory. You can purchase higher limits.

What Truck Insurance Costs in Pennsylvania

Pennsylvania is an expensive state for trucking insurance. Single-truck operations pay $11,000–$19,000 annually. Philadelphia metro operations are at the extreme high end — Philadelphia's litigation environment is aggressive. Pittsburgh is somewhat cheaper. Rural Pennsylvania (central PA) offers more moderate rates. New authorities: $15,000–$25,000.

I-76 (PA Turnpike — Philadelphia to Pittsburgh), I-80 (east-west across northern PA), I-81 (Scranton to Harrisburg), I-78 (Lehigh Valley to NJ), and I-95 (Philadelphia) are major corridors. The Lehigh Valley has become one of the largest warehouse and distribution markets on the East Coast.
