Trucking Authority Tracker: New Authorities and Revocations by State
Compiled by Nazar Mamaev, Trucking Insurance Specialist Β· Data pulled October 28, 2026
From May 2024 to April 2026, the Federal Motor Carrier Safety Administration granted 113,761 new for-hire motor carrier authorities and recorded 147,347 involuntary revocations of common or contract carrier authority. This page counts both, month by month, for the country and for every state, straight from the agency's public files.
It is built for anyone who needs a citable number: trade reporters, analysts, equipment lenders, factoring companies and carriers who want to see how many new competitors are entering their state. Every figure below is produced by one script that reads the federal datasets and writes a data file; re-run the script and you get the same numbers. Nothing here is estimated, modeled or rounded into a trend line.

Key numbers
- 113,761 new for-hire authorities granted over 24 months: 57,537 in the most recent 12 months against 56,224 in the 12 before (+2.3%).
- 147,347 involuntary revocations: 72,105 in the most recent 12 months against 75,242 in the 12 before (-4.2%).
- Over the window there were 0.77 new grants for every involuntary revocation.
- The busiest month for new grants was April 2025 with 5,581; the quietest was December 2024 with 3,776.
- Involuntary revocations peaked in July 2024 at 7,365 and were lowest in February 2026 at 5,118.
- Most new grants by state: Texas (13,391), California (12,101), Florida (8,082), Illinois (5,875), Pennsylvania (5,423).
- Most involuntary revocations by state: California (19,748), Texas (17,197), Florida (9,503), Georgia (7,858), North Carolina (6,968).
Read the state lists with care. The big freight states lead both columns because they have the most carriers to begin with; a state near the top of the revocation list is not, on that fact alone, a riskier place to run a trucking company. To compare states fairly, set a state's grants against its own revocations in the summary table below rather than ranking raw counts.
National monthly counts
One row per month. "New authorities" counts dockets granted for-hire motor carrier authority that month. "Involuntary revocations" counts dockets whose common or contract carrier authority was revoked by FMCSA order with an effective date in that month. Voluntary revocations are shown for completeness, but read the note under the table before using that column.

Why the voluntary column is nearly empty: in the Revocation file, 188,168 voluntary revocation orders on common or contract authority carry no effective date, against 89 that do. An order with no date cannot be placed in a month, so this tracker leaves it out rather than guess. Treat the voluntary column as a count of dated orders, not as the number of carriers who gave up their authority.
State summary
Each state's total over the full window, then split into the most recent 12 months and the 12 before them. The state is the physical address on the carrier's federal census record, which is usually the main office, not necessarily where its trucks run. Two extra rows close the table: carriers whose census address is outside the 50 states and DC, and carriers the census did not return at all. Those 467 grants and 800 revocations stay in the national totals but are not assigned to any state.

What the revocation numbers do and do not say
A revocation order ends a carrier's operating authority: the docket number stays on record, but the carrier can no longer haul regulated freight for hire across state lines under it. An involuntary revocation is one FMCSA issues on its own; a voluntary revocation is one the carrier asks for.
The Revocation file records the docket, the type of authority, the type of order and its dates. It has no field that gives the reason for an order. This tracker therefore makes no claim about why any authority was revoked, and no number on this page should be quoted as a count of revocations for any particular cause. If you need the reason in a single case, the carrier's own FMCSA record and the agency itself are the places to ask.
A revocation is also not the same thing as a business closing. A carrier whose authority is revoked can keep operating as a private carrier or intrastate only, can apply again under a new docket, or can have their authority reinstated later. The counts here are federal orders, not companies that shut their doors.
Finally, the file does not separate property carriers from passenger carriers. Common and contract authority covers both, so the revocation counts can include bus and passenger operators. The new-authority counts, by contrast, are limited to property and household goods carriers, because the grant file does name the authority type.
How to read the new-authority numbers
A grant is the date FMCSA served the decision that made a docket's authority active. That is the last step of a longer process: a new carrier applies, waits out the protest period, and has to have its required filings in place before the grant is served. A spike in grants in one month usually reflects applications made weeks earlier, so the grant line trails new-venture interest rather than measuring it on the day.
The same docket can hold more than one type of authority. A carrier granted common and contract authority in the same month counts once here, which keeps the figure close to the number of new carriers instead of the number of authority certificates. Freight forwarders, brokers, passenger carriers and private carriers are left out of the grant count. Brokers are left out of the revocation count as well, so the two lines measure the same kind of business.
Comparing the two lines month by month is the quickest read on whether the for-hire carrier pool is growing or shrinking. Over this window, involuntary revocations outnumbered grants: 0.77 grants per involuntary revocation. That is a count of federal orders, not a net change in active carriers, because a revocation can land on a docket that was granted years earlier and a carrier may hold authority it never uses.
If you are starting a carrier yourself, the federal side of getting authority is laid out on our new authority page, and the free book The New Authority covers the first year. How we got this number
- Sample
- 204,549 grant rows and 276,524 revocation rows fetched; 216,371 of 216,412 USDOT numbers matched to a census state. Outside the 50 states and DC: 2,827 grants and 2,649 revocations.
- Date range
- May 2024 to April 2026 (24 complete months). The 24 complete calendar months ending with the last month both files fully cover. On the pull date the newest grant in AuthHist was served 2026-05-18 and the newest revocation in Revocation took effect 2026-05-13, so the partial month after the window is left out.
- Counting rule
- AuthHist (9mw4-x3tu) rows with original_action_desc GRANTED on a for-hire motor carrier docket (motor property common carrier, motor property contract carrier, for hire property, household goods common carrier, household goods contract carrier), dated by the served date of the grant. Revocation (sa6p-acbp) rows with order2_type_desc INVOLUNTARY REVOCATION or VOLUNTARY REVOCATION on common or contract carrier authority (broker authority excluded), dated by the order's effective date. The file has no field that separates property from passenger carriers and no field that gives a reason for the order. A docket is counted once per month for each measure, even when more than one authority type on it moved that month. State is the physical state on the Company Census File (az4n-8mr2) record for the row's USDOT number. Rows with no USDOT number, or a number the census does not return, are counted as "State not matched in census" and are never assigned to a state.

Common questions
How often is the tracker updated?
We re-run the build script when FMCSA refreshes the public files, and the window moves forward to the latest complete month both files cover. The pull date at the top of the page and in the source line always tells you which run you are looking at.
Why does the window end months before the pull date?
The public datasets lag the agency's live records. On October 28, 2026, the newest grant in the AuthHist file was served May 18, 2026 and the newest revocation in the Revocation file took effect May 13, 2026. A month only counts once the files run past its end, so the partial month is left out instead of being shown as a false drop.
Can I get a single state's numbers?
Yes. Open the CSV and filter the state_code column. Each row is one state and one month, with new authorities, involuntary revocations and dated voluntary revocations in separate columns. The national rows use the code US.
Does a revocation mean the carrier did something wrong?
Not necessarily, and this data cannot tell you. The revocation file carries no reason, so the tracker only reports how many orders took effect and where the carrier is based.
Are carrier names in the download?
No. The CSV holds counts only. Individual carrier records are public through FMCSA, but this tracker is about totals by state and month.
Starting or running a for-hire carrier?
We place trucking insurance for new authorities and established fleets, and we handle the federal filings with the policy.
